Georgia Constitution

Georgia Constitution - Current version is available in PDF from the Georgia Secretary of State website. (The current Georgia constitution which was ratified on November 2, 1982, and became effective July 1, 1983, repeals older constitutions). The annotated version can be found in volume 2 of the print O.C.G.A. and in volumes 2 and 3 of the print West Code of Georgia Annotated.

Georgia Constitutions - Earlier versions as digitized images - Georgia's Virtual Vault: Ad Hoc Collection archived digital images of the eariler constitutions from 1777. Georgia Bills & Session Laws

Bills:

Bills - Current Legislative Session 2009- 2010 - The Georgia General Assembly has met annually or biennially since 1777. Annual session begin on the 2nd Monday in January and run for 40 Legislative days. Sessions normally end in mid to late March, depending on the number of recess days. Its website contains texts of bills and allows for searching by bill number, status and code numbers.

Laws 256. The law library's collection is complete from 1820. Each volume is indexed, and there are no cumulative indices. Location in Library: GA1.

Georgia Code website - Official Code of Georgia Annotated (O.C.G.A.) freely available on the Georgia General Assembly website through LexisNexis.


Official Code of Georgia Annotated (O.C.G.A) hardcopy
- contains the official version of Georgia statutes currently in force and includes only laws of general applicability (local and special acts are located in Georgia Laws). This code became effective November 1, 1982, and is commonly refererred to as the "Code of 1981." The OCGA recodified and reclassified the general laws of Georgia, eliminated obsolete and unconstitutional laws, and repealed the "Code of 1933." Laws become effective July 1st of the year of passage, unless specified otherwise. Westlaw contains the OCGA in GA-STMANN from 1988 and Lexis also contains OCGA from 1988.

West's Code of Georgia Annotated hardcopy - the unofficial publication of Georgia statutes currently in force. This publication also includes references to applicable state regulations and West / Westlaw topic and key numbers following a code section. Began publication in 2002. Location in Library: GA1. Also available on Westlaw in GA-STANN with archived versions back to 2002.

Code of Georgia Annotated hardcopy - published since 1935 by the Harrison Co., and commonly referred to as the "Code of 1933." It was discontinued in 2002. Note: To convert a former Harrison code section number to the O.C.G.A. code section number, consult a Tables volume accompanying either the O.C.G.A. or Code of Georgia Annotated. Editions and archived versions of the hardcopy Code of Georgia Annotated are located in library storage - please consult a librarian for access.

Handbook for Georgia Legislators, by Edwin L. Jackson, Mary E. Statkes, and Paul T. Hardy (Print book in Reference collection: JK 4330.H3 2007). Explains what legislators do, how the General Assembly is organized, powers and duties, rules and regulations, and how bills become law. Also covers lobbying regulations, reporting requirements, standards of legislative conduct, and the appropriations process.

Description of the Georgia General Assembly - Article from The New Georgia Encyclopedia online provides an overview of the legislative process and history of the Georgia General Assembly.

Georgia Official and Statistical Register - online access through Galileo (password restricted off campus). The Georgia Official and Statistical Register was published from 1923-1990 by the Georgia Archives. The Register covers Georgia’s executive, legislative, and judicial branches of government, providing biographical sketches of elected and other state officials, including county official and regents of the university system. The Register contains election returns, and provides basic reference data on Georgia counties.






Georgia Legislative History
Georgia does not publish an official legislative history other than the voting records contained in the House and Senate journals, and these journals only provide voting results, not the full text of reports nor reprints of bills. Floor debates are not transcribed in Georgia, and generally there are no published committee reports. As a result, since 1985, the Georgia State University Law Review has published the Peach Sheets in its annual fall issues which contain legislative history information for selected Georgia legislation. These "sheets" include analysis, personal interviews, and references to articles in the Atlanta Journal.

Peach Sheets - 1985 through 2009 - searchable by topic, title, author and date. The Peach Sheets can also be found on the GSU website but only from 2000 to 2004. The Peach Sheets are on Lexis and Westlaw in the Georgia State University Law Review databases. The print versions of the fall issues of GSU Law Review are located in the Mulberry Wing, and the hardcopy versions includes a Table of Code Sections Affected and a bill index.

Westlaw - The GA-LH database contains legislative history documents related to laws passed by the Georgia Legislature. GA-LH is a multibase that combines the GA-LH-REP, GA-LH-VOTES, and GA-LH-MSG databases. GA-LH-REP contains bill histories, Senate amendments, House and Senate Committee amendments, House and Senate Daily reports, House and Senate Weekly Wrap-Ups, and House news releases. The GA-LH-VOTES contains House and Senate vote records. The GA-LH-MSG contains press releases from the Governor of Georgia. Password restricted.

Atlanta Journal Constitution - GSU Law Review Peach Sheets will include newspaper articles on significant Georgia legislation from the Atlanta Journal Constitution. Lexis and LexisNexis Academic contain this newspaper beginning in 1991. ProQuest Historical Newspapers contain AC from 9/15/1881 to 12/31/1942.

Lexis - If available, documents in this database, Georgia Legislative Bill History GA:GALH, will provide helpful insight into the legislative history of a particular bill. Password restricted.

Georgia Official and Statistical Register - The Georgia Official and Statistical Register was published from 1923-1990 by the Georgia Archives. Considered an important reference work for historical research, the Register covers Georgia’s executive, legislative, and judicial branches of government, providing biographical sketches of elected and other state officials. Georgia members of U.S. Congress and federal judges are included, as are county officials and regents of the university system. The Register contains election returns, provides basic reference data on Georgia counties, and covers Georgia miscellany, such as the state flag, state flower, state song, rosters of Georgia governors, and legal holidays.

Georgia Supreme Court


Georgia Supreme Court website - The Georgia Supreme Court held its first session in January 1846. It functions as court of review and has exclusive jurisdiction in cases involving a question of constitutionality. It has appellate jurisdiction in cases involving title to land; equity cases; cases involving wills; cases involving extraordinary remedies (mandumus, prohibition, quo warranto); divorce and alimony cases; cases certified to it by the Court of Appeals; and cases in which a sentence of death was imposed or could be imposed. The Court is composed of seven justices and it hears oral arguments every month, except August and December. The calendar normally begins on the second Monday of each month.

Georgia Court of Appeals

Georgia Court of Appeals - The Georgia Court of Appeals was authorized by constitutional amendment in 1906. Under the 1983 Consitution, it is a court of review and exercises jurisdiction over appeals from superior, state and juvenile courts in all cases not reserved to the Georgia Supreme Court. The status of all cases since Jan. 2003 are contained in Docket Information, and there are also links to Standards of Review , Caseload Statistics (coverage 2002 -2006), and Judges' Biographies.

Georgia Lower Courts

Georgia Superior Courts - The superior court is Georgia's general jurisdiction trial court. It has exclusive jurisdiction over trials in felony cases, divorce, equity, and cases pertaining to land. Superior courts are organized into 10 Judicial Districts, comprised of 49 judicial circuits. Each county has its own superior court, though a judge may serve more than one county. Site also includes a map to find a superior court.

Georgia State Courts - In seventy counties in Georgia, state courts may exercise jurisdiction over all misdemeanor violations, including traffic cases, and all civil actions, regardless of the amount claimed, unless the superior court has jurisdiction. The state court was established in 1970 by an act of the Georgia state legislature.

The Official Compilation Rules and Regulations of the State of Georgia (Ga. Comp. R. & Regs.), published by the Office of Secretary of State, is a multi-volume loose leaf set containing the current rules of approximately 100 state agencies, boards, and departments. Organized by agency.

Uniform Laws Annotated Reference KF879.A45U5 - Pamphlet at the end of the set, "Directory of Acts and Tables of Adopting Jurisdictions," identifies which uniform laws promulgated by the National Conference of Commissioners that Georgia adopted.

Westlaw - The Uniform Laws Annotated database has the complete set
of uniform or model acts, codes and rules. It includes commentaries and notes regarding differences in various enacted state laws (password required).

Georgia Attorney General Opinions

Opinions of the Attorney General - print volumes from 1881; ceased publication in 1999. Location in Library: GA3. KFG440.A554.

Opinions of the Attorney General from 1994 to date are available on the Internet, and can be searched by keyword or number.

Georgia State Archives - The mission of the Georgia Archives is to identify, select, preserve, and make accessible records that constitute Georgia's recorded history; to increase the efficiency of State Government through effective records management; and to improve the quality of records and archives management throughout the state.

Georgia's Virtual Vault -This is a portal to some of Georgia's most important historical documents, from 1733 to the present. The Virtual Vault provides virtual access to historic Georgia manuscripts, photographs, maps, and government records housed in the state archives.



Georgia Governor's Website - This site has information about the governor's press releases, executive orders, proclamations, transcripts of speeches, biographical information, and a directory of the governor's staff.

Georgia Official and Statistical Register - online access through Galileo (password restricted off campus). The Georgia Official and Statistical Register was published from 1923-1990 by the Georgia Archives. The Register covers Georgia’s executive, legislative, and judicial branches of government, providing biographical sketches of elected and other state officials, including county official and regents of the university system. The Register contains election returns, and provides basic reference data on Georgia counties.
